Cynthia McClain-Hill, Managing Director – Email
Cynthia McClain-Hill, co-founder of Strategic Counsel, leads the firm’s land use, environmental law, and regulatory practice. In this capacity, she guides clients through California’s complex regulatory maze, while deftly anticipating and navigating the sophisticated legal issues that arise
Ms. McClain-Hill’s legal, regulatory and public policy expertise has been sought by a number of public-sector boards and commissions throughout the State of California. She’s served on the California Coastal Commission, the California Fair Political Practices Commission, and CalEPA Environmental Justice Advisory Working Group. In addition, for the City of Los Angeles, she served on the Community Redevelopment Agency, the Small and Local Business Advisory Commission, and the Los Angeles Mayor’s Economic Advisory Council. She currently serves as a Police Commissioner for the Los Angeles Police Department.
Ms. McClain-Hill has also held a variety of civic and private sector leadership positions representing the business community, including President of the National Association of Women Business Owners’ National and Los Angeles Chapters. She also serves as a member of the board of directors of the Los Angeles Area Chamber of Commerce.
Ms. McClain-Hill received her juris doctorate from the University of California, Los Angeles (UCLA) School of Law in 1981 and was admitted to the California Bar that year. She earned her bachelor’s degree in political science from UCLA in 1978.
Kevin Trommer, Senior Lobbyist – Email
Kevin Trommer has a Bachelor’s Degree in Political Science from the University of California at Los Angeles (UCLA) and over five years of experience as a policy consultant and registered lobbyist for Strategic Counsel. Once the youngest registered lobbyist in the state, over the years he has worked to direct millions of dollars’ worth of awards and savings to our clients, raising their profile while ensuring that it is easier for them to operate and do business within California.
Mr. Trommer has a strong talent for strategic communications and big-picture thinking, as well as for researching, analyzing, and navigating legislation and public policy initiatives. His academic and entrepreneurial background has provided him with the tools to critically weigh and assess diverse, competing proposals to arrive at the most effective policy solution. He brings a rich bi-partisan background to the firm and has a talent for reaching across the aisle and working with all stakeholders and parties on an issue.
Mr. Trommer earned his bachelor’s degree in Political Science with an emphasis in Comparative Politics and a minor in African Studies from the University of California, Los Angeles (UCLA), graduating Cum Laude with honors.
