Cynthia McClain-Hill, co-founder of Strategic Counsel, has long been one of the State’s most sought after policy strategists, relied upon by both clients and policy makers alike for her keen insight and sophisticated problem-solving skills.
She is also consistently recognized as one of California’s “Super Lawyers” – a distinction reserved for attorneys ranked in the top five percent of their profession by a survey of their peers.
In addition to providing advice to a range of public policy makers, her record of civic activity includes service on the California Coastal Commission, the California Fair Political Practices Commission, the City of Los Angeles Community Redevelopment Agency, the Los Angeles Small and Local Business Advisory Commission, and the Mayor’s Economic Advisory Council. She currently serves as a member of the Los Angeles Board of Police Commissioners.

Kevin Trommer, Senior Lobbyist – Email
Kevin Trommer, once the youngest registered lobbyist in the state, has worked to direct millions of dollars’ worth of awards and savings to Strategic Counsel’s clients, while at the same time serving as an extremely effective legislative advocate on a range of policy matters of interest to the firm and its clients.
In addition to traditional advocacy efforts, Mr. Trommer is adept at leveraging new digital media and communications tools to support client agendas. He has a particular talent for researching, analyzing, and navigating legislation and public policy initiatives and brings a rich bi-partisan background to the firm allowing him to work with all stakeholders and parties on an issue.
Mr. Trommer earned his bachelor’s degree in Political Science with an emphasis in Comparative Politics and a minor in African Studies from the University of California, Los Angeles (UCLA), where he graduated Cum Laude with honors.
Olman Valverde, Attorney – Email
Olman Valverde is an experienced attorney with a wide range of legislative and regulatory experience. In addition to his experience representing private interests in the areas of land use, oil and gas, and development, he has broad experience dealing with environmental, cap-and-trade, and brownfield development policy.
Significantly, Mr. Valverde has recently joined a unique cadre of attorneys at the forefront of responding to and shaping California’s rapidly emerging cannabis regulatory framework, putting him in a unique position to provide value to local governments as they tackle the complexities of legalization.
His range of civic engagement includes service as General Counsel to the National Latino Peace Officers Association, a member of the Board of Directors of the Costa Rica-United States Chamber of Commerce, and Chair of the International Trade Seminar for the Latin Business Expo. Mr. Valverde earned his J.D. from Boston College and his B.A. from the University of California, Santa Cruz (UCSC).
